I ~~ " <br />between the URBAN DRAINAGE AND FLOOD CONTROlL DISTRICT (hereinafter called <br />"DISTRICT") and CH2M-HlLL, a professional engineerins corporation (hereinafter !;lalled <br />".ENGINEER"); <br />WITNESSETH THAT: <br />WHEREAS, DISTRICT, has previously established a Worlc Program for 1997 (Resolution <br />No. 80. Series of 1996) and desired to delineate flood hazard areas; and <br />WHEREAS; DISTRICT, in a policy statement previously adopted (Resolution No. 14, <br />Series of 1970). expressed an intent to assist public bodies which have heretofore enacted <br />floodplain ~oning measures; and <br />WHEREAS, DISTRICT has heretofore instituted an Urban Systems Engineering <br />Demonstration Program (Resolution No. 19, Series of 1970) to identifY drainage basins and sub. <br />basins and the drainage problems connected therewith within the District; and <br />WHEREAS, DISTRICT desires to engage ENGINEER 10 render certain technical and <br />professional advice: <br />NOW. THEREFORE, in consideration ofthe mutual promises contained herein, the Parties <br />hereto agree as follows: <br />1. ~~T OF ENGTNEER. DISTRICT hereby agrees to engage ENGINEER <br />and ENGINEER hereby a!;recs to perform the services hereinafter set forth. <br />2. AREA. ENGINEER shall perform or supply all necessary services provided under <br />this Agreement in connection with and respecdn~: the following draina!;e basiru;: Oak <br />Gulch and Lemon Gulch (a total of approximately 19 miles). The study area will <br />include channels as defined on the attached map. <br />3. SCOPE OF SERVICES <br />A. General. The primary objective oflhis study is to prepare floodplain maps so <br />that the Town of Parker and Douglas Coullty can implement floodplain zoning <br />ordinances and/or floodplain regulations, and other land use controls, as <br />needed, to reduce potential flood damages and unwise development in the <br />floodplain. The engineering and hydrologic information to be developed during <br />the study should be presented in a clear fasbion as it may be used in developing <br />a master drainage plan, in road and bridge planning and design, in planning <br />channel modifications, and in the planning of flood control structures. <br />The drawings shall be in adequate enough detail to permit the planning of new <br />subdivisions and buildings with full knowledge of channel and floodplain <br />locations and characteristics. The draVoings shall show the plan and profile of <br />the IOO-year floodplain under existing channel conditions for fully developed <br />flows, in enough detail to permit zoning. <br />The finished product must be consistent wlth Colorado Water Conservation <br />Board "Rules and Regulations (or the Designation and Approval of Floodplains <br />and ofSlOrm or Floodwater Runoff Channels In Colorado" (hereinafter called <br />"CWCB Rules and Regulations") and FEMA's "Guidelines and Specifications <br />for Study Contractors," January, 1995. <br />For hydrologic pu.rposes, ENGINEER should assume that any irrigation canals <br />in the drainage basins will not intercept storm water runoff. <br /> <br />RECEIVED <br />AUG 1 9 1998 <br /> <br />Colorado Water <br />Conservation Board <br /> <br />lIloodlapeamnt1971203 <br />
