LlLE <br />DIRECTOR <br /> <br />DATE: <br /> <br />July 25, 1997 <br /> <br />TO: <br /> <br />File <br /> <br />FROM: <br /> <br />Tom <br /> <br />RE: <br /> <br />Garfield County Flash Flooding and Debris Flows on July 23, 1997 <br /> <br />I spoke with Steve Denny of the Colorado OEM regarding the above referenced flooding. A <br />cloudburst storm event occurred in Garfield County in the areas of New Castle and Silt on July <br />23, 1997. The news media reported about 1" of rain in 30 minutes for the storm. A summary of <br />the event was provided by Steve as follows: <br /> <br />. 15 to 20 homes in the Peach Valley area were directly impacted by the storm. There was one <br />report of basement flooding and several reports of crawl-space flooding. Mud and debris <br />accumulated in numerous yards and around houses. An irrigation canal behind the houses <br />filled up and then spilled on the downstream side, causing flooding problems for the houses. <br />Peach Valley is located between Silt and New Castle, north of U.S. 6 and U.S. 24 (north of 1- <br />70). <br /> <br />. One man was killed inside of a pickup truck while he was driving on a roadway that was <br />inundated by the debris and mud flows. <br /> <br />. Highway 82 between the new Aspen-Glen subdivision and the Carbondale traffic light was <br />temporarily closed due to the roadway being overtopped with water, debris, and mud. <br /> <br />. Guy Meyer, Garfield County OEM, was not notified of the crisis at the time of the event. <br />Steve Denny said that Guy is supposed to be paged by the dispatch center during an <br />emergency like this one. The Sheriff's department and the roadway crews thought that the <br />situation was under control, but did not realize the full impacts of the storm. <br /> <br />. County commissioners were contacted by local residents and concerned citizens after the <br />event. Guy Meyer was then contacted by the commissioners. Guy was upset that he was not <br />notified by the dispatch center at the time of the event. <br /> <br />. The Garfield County OEM will be completing a damage survey in the near future. <br /> <br />. Steve Denny will notify CWCB of any updates or requests for technical assistance. <br />
