<br />The rainfall/runoff estimates from Water Management Consultants seem to be high, and may be <br />somewhat conservative due to the high permeability and sub-surface flow characteristics of <br />Windy Gulch, as well as the slight tendency for rainfall/runoff approaches to overestimate peak <br />flows. Analysis of gage data or the watershed regression approach used by Yochum and Hyde in <br />the larger watershed areas of Willow Creek would be considered more accurate than <br />rainfall/runoff approaches at large watershed scales. Unfortunately, gage data are obviously not <br />available for Windy Gulch, and the regression variables used by Yochum and Hyde are not <br />applicable for small watershed areas. Therefore, a rainfall/runoff method may be the best <br />available approach and results from the Bulldog study are probably more accurate than the ratio <br />method results. The rainfall/runoff estimates are used to delineate flood plain levels in the <br />current study. Additional study of the hydrology of Windy Gulch is needed to verify accurate <br />flood flow levels. <br /> <br />2-12 <br />
