<br />. <br /> <br />A shapefile of the identified Effective Streams is included in the electronic <br />files. The effective streams are shown on the map included in Figure 1. <br /> <br />VIII. LEVERAGE REPORT <br /> <br />As part of FEMA's Map Modernization Plan, a leverage report has been <br />included in this report to document information that has been provided by the <br />community or County. The actual dollar values included in this report are <br />government Blue Book values and not the actual values expended by the <br />community or County in developing the information. <br /> <br />The Leverage Report documents data available for EI Paso County that is <br />potentially usable for the Flood Insurance Study. As this study progresses, <br />there is a potential that additional leverage will be documented and this report <br />will be modified to include the additional contributions. The leverage report <br />has been included in Appendix G. <br /> <br />IX. POTENTIAL OBSTACLES <br /> <br />Obstacles that may hinder or prevent the completion of the new Flood <br />Insurance Study were identified during PreScoping. Details of these findings <br />can be found in the Potential Obstacles form included in Appendix H. <br /> <br />. <br /> <br />X. <br /> <br />FIRM PANEL LAYOUT <br /> <br />The existing FIRM panel layout for EI Paso County is included in Figure 2. <br />There are 152 existing flood maps for this County (including 15 panels not <br />printed). <br /> <br />The proposed DFIRM panel layout is included in Figure 2. The proposed <br />panel layout is based on the same coordinate points as USGS 7.5 minute <br />quad map. The 1"=2000' maps are equal to the 7.5 minute quad maps. This <br />is the standard layout for all new DFIRMs. The 1 "=2000' scale maps were <br />either kept at that scale or split into 1 "=1 000' and 1 "=500' scale map panels <br />depending on the scale the effective maps show that specific area. Any new <br />map panel that did contain any flood hazard areas were designated as panels <br />not printed. Since the current countywide EI Paso County study is based on <br />the DFIRM standards, the proposed number of panels for the EI Paso County <br />Flood Insurance Restudy is the same as the effective panel layout with 137 <br />printed panels. The proposed panel layout developed in this Prescoping <br />report is only starting point and should be finalized at the Scoping meeting <br />based on community needs/wants and available funding. <br /> <br />. <br /> <br />5 <br />
