Accompanying this letter is the Alternative Evaluation Report for the Upper Box
Elder Creek Outfall Systems Planning Study. The report provides recommendations
for drainageway improvements in a 75-square mile study area located in the
southeastern portion of the Urban Drainage and Flood Control District (UDFCD) in
central Arapahoe and Adams Counties, immediately upstream of the Denver
International Airport.

The report represents the culmination of the first phase of the outfall systems
planning study for Upper Box Elder Creek, where watershed hydrology is established
and alternative improvement plans are formulated and evaluated. The report
documents the study area description, the baseline hydrologic analysis, arid
stormwater problems and opportunities. The formulation, refinement, and evaluation
of alternative improvement plans are also descnbed. Hydrologic impacts and
probable capital costs of alternatives are summarized. The report concludes with a
description of recommended improvement plans.

After staff from the City of Aurora, Arapahoe County, Adams County and UDFCD
select the specific alternative plan for each drainageway, based on a review of this
report, work will start on the Preliminary Design Report. The Preliminary Design
Report will descnbe the selected plan in additional detail and provide preliminary
design drawings depicting the improvements in plan and profile.
