<br />Douglas County is one of the nation's fastest-growing counties. The Parker area's population <br />grew from about 5,500 in 1990 to more than 35,000 in 2003. Keeping up with water demand is a <br />major challenge. <br /> <br />, , <br /> <br />pianning'for Rueter-Hess began in 1985, when Parker Water projected a water shortfall and <br />sought tb,lessen dependence em non-renewable ground water. Geotechnical studies began in <br />1996, and were followed by environmental studies in 1997. In 1999, the U.S. Army Corps of <br />Engineers began the EIS process, which included public comment and studies on environmental <br />impacts in such areas as wetlands, wildlife, vegetation, noise, air quality, ground and surface <br />water. <br /> <br />The EIS identified a number of environmental impacts, which will be mitigated by Parker Water <br />with the creation of additional wetlands, improved habitat plantings and areas specifically set <br />aside for certain species. The EIS study determined that 15 acres of Preble's meadow jurpping <br />mouse habitat will be impacted, but Parker Water will compensate with habitat enhancement at a <br />4:1 ratio. In addition, impacts.to about 6 acres of wetlands will be mitigated by creation of nearly <br />12 acres of wetlands. In building Rueter-Hess Reservoir, Parker Water will create more than <br />2,000 acres of open space available for such things as fishing, hiking and biking trails and non- <br />motorized boating. <br /> <br />The reservoir will cost about $105 million to build and will be paid for through existing water <br />rates and tap fees, which are paid by developers for new housing and commercial development. <br />The Parker WaterBoard of Directors will hold a special election May 4 to ask District voters for <br />a bond guarantee, which will allow the District to receive the lowest possible bond rates and use <br />tap fees for repayment. <br /> <br />"This reservoir isa milestone for Parker Water and the entire region," said District Manager <br />Frank Jaeger. "It demonstrates the intense efforts involved in building a reservoir. But in the case <br />of Parker Water, it is essential to protecting ground water and ensuring adequate supply for the <br />future." <br /> <br />The reservoir will be a key water management tool for Parker Water, allowing it to store runoff, <br />capture and reuse water and better manage peak summer pumping.
