Boyle Engineering Corporation is pleased to present the attached Phase B Report prepared in conjunction
with the major drainageway planning study for Upper Lena Gulch. This report summarizes the results of
preliminary design of the selected recommended alternative plan for flood control improvements along
Upper Lena Gulch and along the Pleasant View Tributary and Apex Gulch drainageways.

Specific locations and characteristics of sponsor-selected recommended plan components are shown on the
plan and profile sheets included at the end of this report. Also shown on the plan and profile sheets is
mapping of the 100-year floodplain which illustrates the portions of the study area prone to flooding as a
result of flows in Lena Gulch, Apex Gulch, and the Pleasant View Tributary.

The information contained in the report should serve to aid floodplain managers in decision-making
regarding implementation of future improvements and development along the drainageway. The
preliminary designs of plan components provide the foundation for future final facility designs. Of course,
due to the preliminary design level of the plan component details shown in the attached plans, changes in
the specific details of proposed improvements are to be expected during final design.

The input received from the District and the other project sponsors, Jefferson County, the City of Golden
and the City of Lakewood, was invaluable in completing the study, We have enjoyed working with all the
