2

determination for one or more of the lots or structures cannot be revalidated through an administrative
process like the LOMCs in Category 2 above. LOMCs in Category 2 will be revalidated through a single
letter that reafftrms the validity of a previously issued LOMC; the letter will be sent to the community
shortly before the effective date of the revised FIRM and will become effective 1 day after the revised
FIRM becomes effective. For the LOMCs listed in Category 4, we will review the data previously
submitted for the LOMA or LOMR request and issue a new determination for the affected properties after
the revised FIRM becomes effective.

Thenext step will be to distribute Revised Preliminary FIRM panels for another area of Eagle County.
These panels will contain new BFEs that, once published, will require a 90~y appeal period. After the
appeal period ends and all appeals are resolved, an issuance of a Letter of Final Determination will ftna1ize
the BFEs for Eagle County and Incorporated Areas, initiate the 6-month compliance period, and establish
an effective date for the Preliminary FIRM and FIS report. During the 6-month compliance period, your
community will be required, as a condition of continued participation in the NFIP, to adopt or show
evidence of adoption of applicable floodplain ordinances. In the interim, you may use the preliminary
FIRM for floodplain management pUlposes, provided the parameters ofFEMA Bulletin 1-98 are followed.
This bulletin may be reviewed at the following website: http://www.fema.gov/fimalfis_data.shtm.

Weare providing the enclosed Revised Preliminary FIS report and FIRM panels for your use during this
interim period.
