Box 850 <br />Eagle, CO 81631 <br /> <br />Dear Mr. Menconi: <br /> <br />The Federal Emergency Management Agency (FEMA) is pleased to present you with three Revised <br />Preliminary copies of the countywide FIRM panels for Eagle County, Colorado, and Incorporated Areas, <br />including the technical changes described below. As part of the revision, we also have incorporated the <br />Letter of Map Revision (LOMR) Case No. 04-08-0165P, dated April 9, 2004, for the Two Rivers Village. <br /> <br />For your review, enclosed are the Revised Preliminary Flood Insurance Study (FIS) report and Revised <br />Preliminary FIRM Panels 08037C0338 D, 0339 D, 0343 D, and 0526 D. These panels supersede only <br />those previous Revised Preliminary FIRM panels dated September 30, 2004, with the same panel numbers; <br />all other Preliminary panels remain valid. <br /> <br />This letter is a follow-up to our letter to Mr. Michael Gallagher, former Chairman, Eagle County Board of <br />Commissioners, dated of September 30, 2004, with which we transmitted Revised Preliminary FIRM <br />panels and a Revised Preliminary FIS for Eagle County, Colorado, and Incorporated Areas. That Revised <br />Preliminary FIRM was based on a report prepared by Matrix Design Group, Inc. (Matrix), dated <br />August 22, 2003, for Eagle County and the Colorado Water Conservation Board. The report provided <br />detailed flood elevations and floodplain boundary delineations for the flood having a I-percent chance of <br />being equaled or exceeded in any given year (base flood) along 46 miles of the Eagle River and 4 miles of <br />the Colorado River. <br /> <br />The Colorado River detailed analysis replaced existing approximate Zone A flooding shown on the <br />effective FIRM dated January 25, 1983, which was later revised by the above referenced LOMR. The <br />effects ofthe Two Rivers Village LOMR were not incorporated in the September 30 Revised Preliminary <br />FIRM because the LOMR revised an approximate Zone A floodplain. The Matrix report had produced a <br />detailed floodplain, that was incorporated into the September 30 Revised Preliminary FIRM. When we <br />subsequently evaluated the supporting documentation for the LOMR, we recognized that it contained more <br />detailed topography for the vicinity of the Two Rivers Village development than the Matrix report, and it <br />could be incorporated into the Revised Preliminary FIRM. <br /> <br />In addition to incorporating the more detailed topography for Two Rivers Village, we took the opportunity <br />to re-evaluate the hydrologic record of flows on the Colorado River that are affected by regulation of the <br />flows by manmade storage facilities. Discharges decreased upstream of the Eagle River and increased <br />downstream of the Eagle River. The results were incorporated into the Colorado River hydraulic model <br />produced by Matrix and into the Summary of Discharges Table in the Revised Preliminary FIS. The <br />revised Colorado River profile was also incorporated. The Colorado River floodplain delineations have <br />been modified based on the revised profile elevations. It is shown on the enclosed Revised Preliminary <br />FIRM panels listed above. - <br /> <br />To assist your community in maintaining the FIRM, we have enclosed a Summary of Map Actions <br />(SOMA) to document previous Letter of Map Change (LOMe) actions (i.e., Letters of Map Amendment <br />(LOMAs), LOMRs) that will be superseded when the revised FIRM panels referenced above become <br />effective. Information on LOMCs is presented in the following four categories: (1) LOMCs for which <br />results have been included on the revised FIRM panels; (2) LOMCs for which results could not be shown <br />on the revised FIRM panels because of scale limitations or because the LOMC issued had determined that <br />the lots or structures involved were outside the Special Flood Hazard Area (SFHA), the area subject to <br />inundation by the base flood, as shown on the FIRM; (3) LOMCs for which results have not been included <br />
