Advisory input and information from the Colorado
Environmental Coalition was recommended by several representatives of Cooperating Agencies
and Special Technical Advisors for the Feasibility Report/EIS. Vour organization's knowledge
of the Chatfield basin, with particular regard to riparian wildlife and Preble's meadow jumping
mouse habitat, in addition to your organization's expertise and experience in conservation
outreach, would bring value to our planning efforts.

. . .' ~

This letter provides the gener:al expectations for the interactions anticipated to occur
between the U.S. Army Corps of Engineers, Omaha District (Corps) and the Colorado
Environmental Coalition (including its contractors) as a special technical advisor during the
preparation of the Feasibility Report/EIS. The Corps may assign tasks, request information and
data related to your organization's area of expertise, invite help in identifying and quantifying
significant resources, request assistance in identifying impacts to resources and potential
mitigation options to offset significant impacts, and ask for your participation in other areas. The
Corps may also request early review of documents, including two week reviews of chapters as
they are completed. So that the Corps can focus on completing the Feasibility Report/EIS, it is
to be understood that documents receiving early review are works in progress and are not to be
released outside your organization.

The Corps also requests that you proyide a point of contact and alternate point of contact if
desired, to represent the Colorado Environmental Coalition for actions as a special technical
advisor. Ms. Elizabeth Peake will serve as the Corps contact for all items related to the National
Environmental Policy Act. She may be reached by telephone at (402) 221-4474; by facsimile at
(402) 221-4886; and by email atelizabeth.b.peake@usace.army.mil.

The Colorado Environmental Coalition is invited, but not required, to attend general
Chatfield Reallocation project study meetings, held approximately once per month and
coordinated by the Colorado Water Conservation Board. Your organization may be requested to
participate in one or more technical working groups which are formed and meet on an as-needed
basis. Agendas will be emailed to the point(s) of contact named by the Colorado Environmental
Coalition in response to the request in the previous paragraph.
