Box 650
San Luis, Co. 81152

Dear Ms. Manzanares:

Mr. Daries Lile, Director, Colorado Water Conservation Board requested that I respond to t~e
Town's letter which has the support of many of its residents for assistance in addressing a
drainage issue. As we understand it, this problem has existed for many year~; however, the
magnitude of the problem can be affected by the Spring runoff and locafb:ed irrigation practices.

This Board has assisted the Town with a number of its flood-related problems ovt the past y<;:ars
I
and we appreciated the cooperation which the Town and its staff has provided. Iln addition, the
County and Mr. David Pacheco's office has provided additional assistance, also. The flood
protection which has been provided to the community has been the resul~ of the many
partnerships and the cooperative spirit of the community.

When the Board made its reconnaissance study for the Town in 1986, we identi\fied four major
flood-related and drainage problem areas. These were:
· Northeastern sector sub-drainage problem;
. Flood Control Levee system along the east side of Town;
. Central sector sub-drainage problem; and
· Southern sector sub-drainage problem.

I feel that we have addressed the first two issues and have operating systems which provides these
areas with a high level of flood protection.

In the Spring of 1993, this office made a reconnaissance investigation for the "central sector sub-
drainage problem". The results of our study shows that it is possible to installla system which
would provide flood protection to this sector of the town which would begin at ~he EI Convento
Hotel and extend southerly past the Cultural Center and tie-in into the existing outfall chrnmel
at fourth street. Neither a cost nor a project design was determined for this of project.
