.'

COMMUNITY MEETING

DRAINAGE & FLOODING PROBLEMS
IN SAN LUIS

The drainage problem in San Luis is caused by ~un-
off and flood water in the northern part of to~
which has been diverted southward by perforated
pipes which empty onto the Vega. This excess ~ater,
added to the high water level already on theV~ga,
has no place to go, so it runs into the homes and
properties in the southern part of town. The I
flooding in the southern part in town is aggra~ated
by the fact that there are a number of spontaneous
artesian wells in that area. Many people have been
suffering fro~_~his -- for too long.

The Town of San Luis at one time had the assistance
of the Flood Control and Floodplain Management I
section of the Colorado Water Conservation Board,
but we were told early this year that they do ~ot
have enough staff or funding to continue their I
assistance to us, and that other projects in the
State have higher priority.

The Town has no funding at this time to pay an
engineer to analyze the problem, but we believe
there is enough local knowledge among our residents
to create our own solution -- then we can find the
funding to get the job done -- and done right.

';'

The Town Manager is calling this meeting in order to
accomplish the following:

1. Listen to the people who have been
affected by this problem so that we can
fully understand what is going on.

2. Listen to those people in our community
who have ideas -- and some expertise -- on
how to solve the problem.

3.

Create a plan of our own to solve the
drainage problem, using our community's
knowledge and experience, without
incurring the expense of an outside
engineel.". I

4.

Get some drawings done using community-
based expertise. If there is a lot of
work involved, we might pay for that
service after we secure funding, but
donated help would be best.

Solve our drainage/flood problems for
today and for the future.

5.

PLEASE COME

Tuesday, September 12, 1995
5:30 p.m.
Community Center in San Luis

BE PREPARED TO WORK TOWARD A SOLUTION
TO OUR DRAINAGE/FLOODING
PROBLEM
