These problem~ seem to <br />result from lack of continuity, and 'finishing' of the p~oject that <br />drained the area in Northeast San Luis, and just let loo~e this water <br />in the commons area without any provision for channeling IthiS water <br />or. somehow directing it into the natural drainage which its the cr"eek. <br /> <br />As a result, the commons area which was previously dry, Jas now become <br />a receiving area that has developed into a marsh or swamp'. Since <br />the normal run of water is toward the West, this water hJs drifted <br />toward the town creating problems for residents, busines~es, the <br />church, all these are directly West of that holding areaJ <br /> <br />This problem could have been a~erted, and can still be cJrrected, by <br />piping this drainage wate~ to the logical drainage b~siti East of the <br />drain outlet. <br /> <br />Dear Mr. Mayor: <br /> <br /> <br />\r;lR <br />\ ~ ":~;:~- <br />....,-. <br />'..:-v <br /> <br />Mr. Joe Espinoza <br />Mayor <br />Town of San Luis <br />San Luis, CO 81152 <br /> <br />F <br />I <br />L <br />E' <br /> <br />Because there has been lack of action in. implementing co~rective <br />measures, property owners in San Luis have suffered damages ,to their <br />homes and businesses. The town has suffered damage to roads, as well. <br /> <br />It appears that the Colorado Water Conservation Board waJ the funding <br />agency, and there was a lack of supervision (technical), land carry- <br />through of the lastphase of the project to preclude the present condition <br />from occuring, therefore, it seems that someone was remi~s in the~y duty <br />to follow-through. It seems someone is liable for immediate corrective <br />action and liability.
