These problems seem 1:0
result from lack of continuity, and 'finishing' of the project 1:hat
drained the area in Northeast San Luis, and just let lobse this water
in the commons area without any provision for channeling this water
or somehow directing it into the natural drainage which is the creek.

As a result, the commons area which was previously dry, has now become
a receiving area that has developed into a marsh or swamp. Since
I
the normal run of water is toward the West, this water has drifted
toward the town creating problems for residents, busine~ses, the
church, all these are directly West of that holding are1.

This problem could have been averted, and can still be borrected, by
piping this drainage water to the logical drainage basih East of the
drain outlet. I

Because there has been lack of action in implementing c0rrective
measures, property owners in San Luis have suffered dam!ges to their
homes and businesses. The town has suffered damage to ~oads, as well.

It appears that the Colorado Water Conservation Board wls .the funding
agency, and there was a lack of supervision (technical)) and carry-
through of the lastphase of the project to preclude the Ipresent condition
from occuring, therefore, it seems that someone was rem~ss in they duty
to follow-through. It seems someone is liable for immediate corrective
action and liability. I

The Conservancy District hopes that this situation can me remedied before
onset of the strong subwater runoffs begin in earnest.

Sincerely, ,--.

!Jz44tib C )114&~

.
