<br />. <br /> <br />. <br /> <br />. <br /> <br />To predict the peak. 2-, 25-, and 1 DO-year flow rates for Coal and Oak Creeks, a synthetic unit <br />hydrograph was developed using the basin characteristics presented in the Arkansas River Basin, <br />Florence, Colorado, Design Memorandum No.1, Hydrology Part 1, prepared by the u.s. Army <br />Corps of Engineers, and applying the Soil Conservation Service (SCS) Type II-A storm distribution <br />to each basin. The peak discharges for 2-, 25-, and 100-year events were plotted on logarithmic- <br />probability graph paper, and peak discharges for the 10-, 50-, and 500-year frequencies were <br />estimated. Listed in Table 1 and Table 2 are the computed frequency discharges for Coal Creek and <br />Oak Creek, respectively. <br /> <br />4) Flood Insurance Study, Fremont County, Colorado (Unincorporated Areas), <br />published by Federal Insurance Administration, September 1989. <br />The purpose of this study was to investigate the existence and severity of flood hazards in the <br />unincorporated areas of Fremont County, Colorado, and to establish flood insurance rates. This FIS <br />was prepared by compiling pertinent information for the flood hazard areas in the unincorporated <br />areas of Fremont County from existing technical and scientific data originally prepared by others for <br />purposes other than the National Flood Insurance Program. Table 1 (Coal Creek) and Table 2 (Oak <br />Creek) lists the frequency discharges used in the study. <br /> <br />5) Hydrology for Oak Creek, Florence, Colorado, prepared by the Albuquerque District, <br />U.S. Army Corps of Engineers, and prepared for the Federal Insurance Administration, December <br />1991. . <br />The purpose of this study was specifically to determine a peak discharge frequency curve for <br />Oak Creek for the re-analysis of the Oak Creek flood plain. In addition to the peak discharges, a <br />dam break analysis was performed. An abandoned railroad embankment exists across the South Oak <br />Creek channel, approximately 4.5 miles upstream from Florence. This embankment, acting as a <br />dam, would probably fail during a significant flood. An HEC-l model was developed to simulate a <br />break and its effect downstream at Florence. This hydrologic study also eliminated the discrepancy <br />in frequency discharges used in the Flood Insurance Study for the city of Florence (1984) and the <br />Unincorporated Areas in Fremont County (1989). <br /> <br />6) Flood Preparedness Plan for the City of Florence, Fremont County, Colorado, <br />prepared by the Albuquerque District, U.S. Army Corps of Engineers, and prepared for the city of <br />Florence, June 1993. <br />The purpose of this study was to assist the local authorities in reducing losses during floods <br />along the Arkansas River through the use of a Flood Preparedness Plan. The plan consists of <br />measures and actions required to protect life and property from flooding along the Arkansas River <br />within the city limits of Florence. However, this plan did not consider the Arkansas River tributaries <br />(Chandler, Oak, and Coal Creeks) in Florence. This plan did suggest that these tributaries should be <br />included to ensure a comprehensive preparedness plan for the city of Florence. <br /> <br />3 <br />
