PURPOSE <br /> <br />The purpose of this study session is to provide City Council with: <br />o Background information on local floodplain policies. <br />o An analysis of floodplain policy trends and philosophies at the national, regional and local levels. <br />o An outline and overview of staff-recommended floodplain policy objectives to update and adjust the city of <br />Boulder floodplain management program. <br /> <br />II. QUESTIONS FOR COUNCIL <br /> <br />1. Does Council support the staff recommended floodplain policies, including the proposed objectives and <br />directional adjustments to the floodplain management program? The floodplain management policy <br />objectives include: <br />(a) "Preserve Floodplains for Floods" (Preservation) <br />(b) "Be Prepared for Floods" (Preparedness) <br />(c) "Help People Protect Themselves from Flood Hazards" (Education) <br />(d) "Prevent Adverse Impacts and Unwise Uses in the Floodplain" (Regulation) <br />(e) "Seek to Accommodate Floods, Not Control Them" (Mitigation) <br /> <br />2. Does Council have recommendations for additional steps in updating and adjusting local floodplain policies <br />guiding the floodplain management program? <br /> <br />III. BACKGROUND <br /> <br />A. Basis <br />Floodplain policies provide the basis for floodplain management programs by establishing the framework for <br />developing and implementing various program goals and objectives, including local floodplain philosophy, <br />floodplain management, regulation, master planning, operation and maintenance objectives, funding and <br />resource priorities, and critical program components. These policies need to periodically be updated to remain <br />current, accommodate changing trends and philosophies, incorporate emerging needs and measures, ensure <br />maximum effectiveness and cost efficiency, and meet evolving community goals and objectives. <br /> <br />1 <br />
