<br />. <br /> <br />CHANGES ON THE NATIONAL SCENE <br /> <br />Why Change? <br />~ Flood Losses continue to rise, given the <br />current policies in place. <br />~ Encroachment into the- floodplain - <br />continues to increase flood risks. <br />~ More than half of all flood damages result <br />from events larger than 100-year levels. <br />~ Costs for structural mitigation are <br />outpacing available funds, given rising <br />construction costs and environmental <br />factors/ restrictio ns. <br />~ Beneficial functions of floodplain natural <br />resources are gaining recognition and <br />community value for environment, <br />recreation, travel and commerce. <br />~ Government can not continue sustain and <br />provide for flood recovery. <br />~ People should be held accountable for <br />protecting themselves and preventing <br />adverse impacts on others through their <br />actions in floodplains. <br />
