FILLING SCHEDULE AND RELEASE PROCEDURES <br /> <br />the general operation plan for Vallecito Reservoir is to fill the reservoir during <br />the sprinc runoff and release the stored water when it is needed durinc the summer <br />and fall and to maintain mlnlllU1D stream flows through the winter. An Annual <br />Operating Plan is developed for each water year (October 1 - September 30) by the <br />Durango Projects Office. l1le plan show", filling scenarios for minimum probable. <br />IIlaximum probable. and most probable runoff conditions. The plan include. reservoir <br />storage allowance for flood. control based on ehe Corps of Engineers' Report on <br />Reservoir Regulation for Flood Control. The Reservoir Superintendent use. inflow <br />forecasts to determine which of the three scenario. to follow during filling of the <br />reservoir in the spring. <br /> <br />The sprine r:unoff from snowmelt usually occurs from late Karch through July. DurIng <br />this period. reservoir releases are adjusted in accordance with foreeast data and <br />the annual operating plan to discharge anticipated excesa inflow above storable <br />inflow so the reservoir fills without spilling. The objective of chis method is to <br />limic flows in the Pine River co a maximum of 2,500 cfs. Details concerning the <br />measuremenc of releases from Vallecieo Dam are given in Appendix A. <br /> <br />Uhen reservoir inflow drops below ehe rate needed to satisfy adjudIcaeed direct flow <br />requirements. water users ...y order supplemeneal project water from the reservoIr. <br />The Reservoir Superintendent releases the total amount of wacer needed to meet the <br />irrigation demand. <br /> <br />General criteria for fIlling and release procedures which are used in <br />developing ehe annual operating plan are: <br /> <br />(1) The reservoir is normally drawn down below elevation 7646 by December 1 to <br />keep freeze-thaw action away from the spillway radial gaces. <br /> <br />(2) During ehe non-irrigation season (November 1 through April 30), and. <br />assuminc normal operations. the operator should provide a minimum release equal <br />to inflow. The mintmum recommended flow i. 25 cfs (Fish and Wildlife Service <br />comment in May 1958 Draft Project Status Report). Operation of the right outlet <br />works gates will require a 50 cfa minimum co avoid cavitation <br />(min. gaee open1nc - 0.17 fe.). <br /> <br />(3) The CO'tlls of Engineers flood control regulations and National Veather <br />Service runoff forecast are used to dete~in. maximum allowable storage while <br />filling the reservoir. <br /> <br />(4) Maximum releases are lLalted to 2.500 cf. to provide flood control benefics <br />to ebs PIne River. <br /> <br />(S) Releases shall noe be chanced more ehan 200 cf.
