<br />i <br /> <br />I confirmed with Mr. Knowlton the deliverables for the flood plain study. The <br />study will provide the 10-, 50-, 100-, and 500-year flood plains and profiles. A floodway <br />is not required. The study will also list the bridge capacities for all structures within the <br />study reach. Upon completion of the study, the COE and the contractor will present the <br />results to the La Plata County and Bayfield City councils. Mr. Knowlton, Mr. Lopez, and <br />I reviewed all of the aerial photographs from Vallecito Dam to the New Mexico state line <br />so that Mr. Knowlton could identify each bridge, pipe crossing, and diversion structure <br />on the Pine River. Mr. Lopez asked about the status of the numerous ponding areas <br />adjacent to the river. We agreed that these ponds would be full at the time of a summer <br />storm; therefore, they will not provide any storage capacity in the hydraulic analysis. <br />Upon completion of the Pine River flood plain delineation study, Mr. Knowlton <br />plans to submit the flood plains to the Federal Emergency Management Agency (FEMA) <br />and request a revision of the La Plata County FIS. The La Plata County flood plain <br />ordinance requires that the constructed first floor elevation be at least one foot above the <br />base flood elevation (BFE). I will contact John Liou, FEMA Region VIII, to inform him <br />of the study and to allow FEMA to review and comment on the hydrology . We will also <br />invite Denise Naegle, Bayfield Town Manager, to our next meeting to give Bayfield the <br />opportunity to comment on the study and discuss the possibility of revising the Bayfield <br />FIS. Ms. Naegle's phone number is 970-884-9545. Currently, the Pine River through <br />Bayfield is the only reach with a detailed hydraulic analysis and plotted BFE's. Mr. <br />Knowlton asked if homes built after the effective Flood Insurance Rate Map (FIRM), and <br />conforming to those BFE's, but built previous to the revised FIRM, and therefore below <br />the revised BFE's, will be considered pre-FIRM for insurance purposes. Mr. Browning <br />will check on that issue. <br />Mr. Powers discussed the digital mapping project contracted to Horizons, Inc. <br />Horizons expects to have all the digital mapping completed by mid May 1999. Horizons <br />has agreed to begin the digitization process at the upstream end of the Pine River study <br />reach and supply sections as they are completed. The section lengths can be as short as <br />one mile. We agreed to have Horizons supply the section from Vallecito Dam to the La <br />Plata County-Southern Ute Reservation border as the first deliverable, and supply the <br />reach through the Southern Ute Reservation to the New Mexico state line as the second <br />and final deliverable. The USBR anticipates that Horizons will supply the first reach in <br />April so that the La Plata County study can commence. <br />Next year, the COE plans a flood plain delineation study for the Pine River <br />through the Southern Ute Reservation based on the Horizons digital mapping. The 1997 <br />Pine River flood plain delineation study for the six-mile reach at Ignacio used digital <br />mapping supplied by the Southern Ute Tribe. Mr. Powers and I previously discussed <br />having the six-mile reach through Ignacio redigitized based on the new mapping so that <br />inconsistencies do not occur at the boundaries of the past and future studies. Horizons <br />estimates that the redigitization will cost an additional $6,788.25. I agreed to have Mr. <br />Powers extract that amount from the funds remaining in the USBR/COE Interagency <br />Agreement.
