The first method, which is more preferable, requires that
receive a letter of request from you in the near future. I would appreciate it if you could send us a request
using the attached "sample request letter" as a guide

that

we
letter

As you are probably aware, the "Flood Insurance Study, Town of Holyoke, Colorado" that was prepared by the
Federal Emergency Management Agency includes detailed floodplain information for Frenchman Creek. This
study provides the most current regulatory floodplain information available to your community, We previously
delayed any action on the Holyoke Flood Insurance Study due to an extreme backlog of floodplain designations
throughout the state, However, due to the recent flooding, the community's interest in flood protection, and a
recent grant request by Mayor McCormick, the CWCB is proposing designation and approval of the Flood
Insurance Study at the July 1998 Board meeting.

The nature of this letter pertains to the existing FEMA floodplain study for your community and the Colorado
Water Conservation Board's (CWCB) floodplain designation procedure. Designation and approval of the
existing floodplain mapping for Holyoke would enhance your ability to regulate the 100-year floodplains more
effectively, State enabling law for local zoning and subdivision regulation requires that technical information
used for regulation of floodprone areas be designated and approved by the CWCB. Designation and approval
of the floodplain mapping by the CWCB would provide benefits by helping the community to exercise its
zoning powers and to help reduce flood risks to new development in the identified floodplain.

I hope that the channel maintenance and tree trimming project on Frenchman Creek is moving forward as you
desire. It was a pleasure for me to participate on the "blue ribbon" committee last month in order to assist you
with that effort. I look forward to viewing the completed project in the near future

Dear T\1ark:

Mr, Mark Brown
City of Holyoke
407 East Denver Street
Holyoke, Colorado 80734

Daries C.
