Lile, Director <br />Colorado Water Conservation Board <br />1313 Sherman Street, Room 721 <br />n~nv~r ~n Rn?n~ <br />----.. -...., __ __c.."..., <br /> <br /> <br />Dear Mr. Lile: <br /> <br />As you are aware, the Frenchman Creek in Phillips County in the <br />area of Holyoke was impacted by a flood on June 15, 1997. since <br />the flood, Colorado Water Conservation Board staff have been <br />assisting the City wi th post-flood acti vi ties. They have been <br />providing the City and County and community members with helpful <br />information related to flooding and recovery issues. <br /> <br />As a follow-up to the post-flood response that your agency has been <br />providing thus far we understand the CWCB has the ability to <br />perform a reconnaissance level mitigation study for the Frenchman <br />Creek area to further assist with long term mitigation efforts. We <br />are requesting that a mitigation study be initiated by your staff <br />that would make recommendations to address various short-term and <br />long-term mitigation needs. Please schedule the visitation <br />sometime after July 14, 1997 since City Supt. Brown will be out of <br />the office until that time. The mitigation issues to be addressed <br />in the study may be as follows: <br />. Documentation of June 15 flood event <br /> <br />. Rainfall and hydrologic summary of the watershed <br /> <br />. Mitigation recommendations for City and private properties <br /> <br />. Concepts for an area-wide master plan <br /> <br />We are grateful for the assistance that we have received to date <br />from the Board's Flood Planning Management Section, and would <br />appreciate your consideration regarding our request for a <br />mi tigation study effort. I would ask that this report be presented <br />by a board member to the city council. Our regular meetings are <br />held the first and third Tuesdays of each month.
