<br />Holyoke is doing a poor job of administering the requirements of the NFIP and its local <br />floodplain management program. One new residence was constructed in the floodplain during <br />the past year without the requirements of the local floodplain ordinance being required. The <br />Building Official has been instructed to retroactively issue the permit. During the community's <br />last CA V (2 years ago), a subdivision was being constucted in the floodplain in the <br />unincorporated portion of Phillips County irrunediately adjacent to the town limits. Phillips <br />County does not participate in the NFIP. The new residences were built below bfe. Recently, <br />the subdivision has been annexed into the town. There is a least one lot remaining to be built <br />upon. The Building Official has indicated he will require elevation above bfe for this lot. The <br /> <br />Findings <br /> <br />The community's primary flood hazard results from overbank flooding from the <br />Frenchman Creek. One instance of development has occurred in the community's identified <br />1 DO-year floodplain during the past 12 months. When ordinance requirements are properly <br />applied, the floodplain development permit process is initiated by the Building Official who <br />determines whether or not a proposed project is located within the town's identified 100-year <br />floodplain. If the proposed project is located in the floodplain, the Building Official implements <br />the regulatory requirements of the community's floodplain ordinance. The applicant is required <br />to provide elevation and/or floodproofing certifications when applicable.
