I have a attached a summary of the hydrologic and hydraulic <br />findings in a separate memo dated June 19, 1997. The summary of findings is for preJliminary <br />informational purposes and may be revised as additional data becomes available. Please feel free <br />to review it and provide any comments or better information that you may have. <br /> <br />In addition to the attached memo I would like to offer the following suggestions regarding flood- <br />related issues in Holyoke and in Phillips County: <br /> <br />· Phillips County may wish to ~ strongly consider joining the National Flood Insurance <br />Program (NFIP). By joining the NFIP, home owners and business owners would have the <br />ability to purchase federally backed flood insurance, even if the buildings are not within a <br />mapped floodplain. Holyoke is already enrolled in the NFIP and should continue to remain <br />in the program. Be advised that there is currently a 30 day waiting period for flood insurance <br />policies to take effect once they are purchased. <br /> <br />· Floodplain management should be taken seriously to prevent all future development from <br />occurring in high hazard floodplain areas. If new construction occurs in the floodplain, it is <br />highly recommended that the structures be elevated at least 1 foot above the Base Flood <br />Elevation (lOO-year flood level). For example, there is a new home at the east end of Furry <br />St. that does not appear to be elevated high enough to be out of the lOO-year floodplain. This <br />home appeared to have had water within several inches (vertical) of the foundation on June <br />15. <br /> <br />· An inter-governmental agreement could be developed between the County and Holyoke for <br />defining responsibilities for channel maintenance/debris removal, consistent floodplain <br />regulation (annexation issues), possible acquisition of land for permanent flood easements, <br />and other considerations. <br />
