<br />in this reach in 1997 dollars are about $55,000. For a 50-year life of improvements, this results in a present <br />worth replacement cost of about $759,000. The total present worth cost of channel and crossing <br />improvements to eliminate these replacement costs is estimated to be about $2,420,000 or an average annual <br />improvement cost of about $175,000. Thus, the cost of improvements exceeded the average annual <br />replacement costs by almost a factor of three. Tn light of this fact, along with the local neighborhood's <br />opposition, the channel and crossing improvements were not selected for inclusion in this plan. <br />However, Arapahoe County has a desire and goal to minimize the amount of potential flood related <br />damages due to its participation in the National Flood Insurance program. Therefore, Arapahoe County and <br />UD&FCD may consider purchasing and removing those eight structures located within the 0.5 foot floodway <br />limits at such time as those structures are either substantially damaged or when, in the best interests of the <br />County and the District, said homes are placed on the real estate market. The average annual cost of said <br />purchases is estimated to be $27,000/year. For the subject three street crossings, this plan considers said <br />crossings for replacement when they become structurally inadequate and that the replacement should be up <br />sized to meet the current standards for roadway overtopping, commensurate with the crossing criteria and <br />the feasibility of accomplishing this goal. Some overtoppings of roadways are not controlled by the <br />crossing's size and that fact will be recognized when sizing replacement crossings. <br />The remaining improvements selected by the project sponsors for inclusion in this master plan are <br />summarized as follows: <br />I. Floodplain filling and channel conveyance improvements from South Santa Fe Drive to the <br /> South Platte River. <br />2. Channelization from South Windermere Street to South Santa Fe Drive with replacement <br /> ofthe existing timber railroad trestle and construction of a levee at the City of Englewood ' s <br /> Water Treatment Facility. <br />3. Replacement of Big Dry Street crossings at South University Boulevard (near DeKoveand <br /> Park), East Arapahoe Road, East Easter Avenue, County Line Road, Quarry Road, <br /> McArthur Drive, and Valley Road, and at East Jamison Avenue and South University <br /> Boulevard on Tributary B. <br />4.
