1. Identified projects and processes. <br />f. Phase 1 of the Water Availability- Shady has the following time table: <br /> Determine the Scope of the Study No~~•ember 2007 <br /> Hue a Contractor to do the study March 2008 <br /> Provide a draft report March 2009 <br /> Prot--°ide a final report July 2009 <br /> <br />g. Much of the above information is contained in a draft memo dated July 13. 2007. with the <br />filename Colorado River Water Availabilit~~ Study Scope, which was emailed to CBRT <br />members. This memo suggested on page 12 that the $00,000 appropriated in SB 07-122 <br />will be spent entirelti~ on Phase L Chuck Ogilby colmnented that Phase III is cnlcial for <br />modeling what the Colorado River will look like after all current conditional water rights are <br />developed. and he stated that if there is no money a~°ailable to find Phase III, the WAS will <br />lose much of its value. <br />h. Dave Merritt conunented that in the Republican Basin in northeast Colorado, the local water <br />conservation district is raising money by taring all district water users in order to raise <br />moneti~ to buy out certain users in order to reduce appropriations. <br />i. Sno~~-melt has been starting earlier in recent tears, and dusty snow has been accelerating the <br />sno~~-•melt. Cluis Landry of Silverton Colorado has been sh~dying dust layers in snow and <br />will be presenting his conclusions at an upcoming CRWCD board meeting. <br />j. Ken Neubecker reconunended that in the face of the current drought, the WAS. NCNA. <br />Consumptive Needs Assessment, and the Energy Needs Assessment should be completed as <br />soon as possible. Stan Lazier colrnnented that unless we elperience a period of wet weather. <br />a Compact Call is likely within 10 years. <br />k Lane Wyatt and Caroline Bradford colnlnented that the current CBRT meeting format would <br />be i<iadequate for CBRT members to conunent on the WAS. Louis Meyer recommended that <br />the public be given the opportunity to wmment on it as well. <br />13. Aaron Million's Flaming Gorge Project. Meeting handouts included a July 20, 2007. Rocky <br />Mountain News Article about Million's project to divert water from the Flaming Gorge <br />Reservoir to Colorado's Front Range. The following is a sulnlnary of these handouts. <br />a. Eric Kulul prepared a memo for the CRWCD Board dated July 3. 2007. in which he <br />recolnlnended they oppose the project until the Consumptive and Non-Consumpti~--°e Needs <br />Assessments required under HB 0~-1177 and the Water Availability Shuiv required by- SB <br />07-122 were complete. Eric's memo posed the following issues: <br />i. Until these studies are completed, it is unclear how much water is still available <br />for development in Colorado. <br />ii.
