IBCC Colorado River Basin <br />Minutes of Meeting on June 25, 2007 <br />Next Meeting: Monday, July 23, Glenwood Springs Community Recreation Center, 1:00 to <br />4:00: <br />Agenda: Mesa State faculty will discuss the socio-economic costs in Mesa and Garfield <br />Counties that are being borne by conu7luiuties experiencing increased activity from <br />natural gas and coalbed methane development. <br />2. Approve May 2007 meeting minutes: The May 2007 minutes were approved unanimously <br />with nunor corrections. <br />Reporter: These minutes were prepared by Ken Ransford, Esq., CPA, 970-927-1200, <br />kenransford~comcast.net. <br />4. Caroline Bradford has taken Commissioner Arn Menconi's place as a representative of <br />Eagle County: Caroline works for the Upper Colorado River Endangered Fish Recovery <br />Program. <br />5. Upcoming meetings: <br />a. The August CBRT meeting will include a presentation about the Fryingpan-Arkansas project, <br />and proposed bills to increase the storage capacity and diversions to the Arkansas river basin. <br />b. The next SWSI Gap meeting will be held August 1. <br />6. Report from other Roundtables: None. <br />7. Votes to approve x113 funding requests: <br />a. The Missouri Heights well monitoring grant request for $25,000 from the Basin Reserve <br />Account was approved with 22 votes in favor and 0 opposed. <br />i. Art Bowles said that the well monitoring study would investigate water quality as <br />well as water quantity and this would add about $3,000 to the cost; the grant <br />request remained at $25,000 however. <br />ii. Eagle County expressed interest in helping the fund the study. Garfield County <br />said it was interested in receiving the study results, but did not commit any <br />funding. <br />b. The grant request to improve Bull Creek Reservoir No. 4 for $120,000 from the Statewide <br />Funding Account was approved with 22 votes in favor and 0 opposed. <br />The grant request to study the spillway at Bull Creek Reservoir No. 5 for $50,000 from the <br />Basin Funding Account was approved with 20 votes in favor and 1 opposed. Plul <br />Overeynder opposed the grant request because he did not feel that Bull Creek Reservoir <br />Company adequately explained how it would pay for the spillway improvements once the <br />engineering studies were complete. <br />
