Figure 2: The SOAR Cheyenne II research aircraft. <br />1.6 Personnel on the SOAR team <br />SOAR employs personnel that are qualified for weather modification and atmospheric research research. <br />The SOAR program was created by the Sandy Land Underground Water Conservation District (SLUWCD). <br />Mr. Gary Walker, the manager for SLUWCD has been instrumental in the inception of the SOAR program <br />and its management. Mr. Walker has extensive experience in weather modification piloting the SOAR <br />aircraft. Mr. Duncan Axisa was the first employee of the SOAR program and the lead meteorologist. Mr. <br />Axisa has been involved in the operational development of the SOAR program and influential to its <br />success. Mr. Caleb Midgley was the contract meteorologist in charge of day-to-day cloud seeding <br />operations during SPECTRA 1. Mr. Midgley is now working at Trinity Consultants Inc. as a Hazard <br />Analyst/Meteorologist. All these personnel were available on a full-time basis for the duration of the <br />project to ensure that all research opportunities were adequately addressed. <br />15 <br />
