Uu2512 .rNATIONAL ENVIRONMENTAL POLICY ACT . Signed into law by President Nixon in 1969 . Established national environmental policy-it established our nation's environmental ethic . Requires all Federal agencies to consider the impacts of their activities on the environment and do everything within their means to ensure Americans can live in harmony with their environment . Established the Council on Environmental Quality (CEQ) within the Office of the President . CEQ developed Implementing Regulations for NEPA and each agency was directed to develop it's own procedures based on CEQ Regulations. .rRECLAMA TION DEVELOPED AND USES A NEPA HANDBOOK BASED ON CEQ REGULATIONS AND THE DOl MANUAL (Revised version of the Handbook is pending) .rAU.
