Finally, its reports must <br />be visible and accessible to all. Although the advisory board will not and should not <br />make policy decisions. its scientific advice must be loud and clear enough that it cannot <br />be ignored by accident." The SAB will provide technical advice and <br /> <br />scientific oversight, upon request. in writing to the AMWG, the GCMRC, or the Secretary; with <br /> <br />copies to the TWG. <br /> <br />ESTABLISHMENT. ADMINISTRATION and BUDGET <br /> <br />( <br />i <br /> <br />The SAB will be established as a subcommittee of the AMWG. As a subcommittee of <br /> <br />the AMWG all applicable F ACA requirements will therefore apply to the SAB. <br /> <br />Administrative support (i.e.. travel. expenses, report production) for SAB activities will <br /> <br />be provided for by GCMRC. F ACA support will be provided by the Bureau of Reclamation. <br /> <br />Operations for the tirst year of SAB activity are estimated at $50,000. <br /> <br />To the extent that there is duplication of effort between the activities of the SAB and the <br /> <br />National Research CounciL the contract with the National Research Council and the performance <br /> <br />of the SAB should be critically reviewed before renewal. <br /> <br />OPERATING PROCEDURES <br /> <br />The SAB will elect a chair and develop operating procedures with respect to resolving <br /> <br />disputes and providing scientific and technical advice to the AMWG, the GCMRC. or the <br /> <br />Secretary, as appropriate. The operating criteria will be reviewed and approved by the AMWG <br /> <br />and shall provide for minority opinions to accompany SAB reports, as appropriate. The SAB <br /> <br />will meet at least three times per year or as needed. <br />
