<br />Ou2:43 <br /> <br />1 <br /> <br />CHAPTER 1 <br /> <br />ANNUAL PROGRAM PLANS <br />AND <br />THE LONG-TERM STRATEGIC PLAN <br /> <br />INTRODUCTION <br /> <br />The Fiscal Year 1999 (FY 99) Annual Monitoring and Research Plan (Annual Plan) <br /> <br />represents the second year of implementation of the Long-Term Monitoring and Research <br /> <br />Strategic Plan (Strategic Plant for the Colorado River ecosystem."' The Colorado River <br /> <br />ecosy~tern is defined as the Colorado River mainstem corridor and interacting resources in <br /> <br />associated riparian and terrace zones, located primarily from the forebay of Glen Canyon Dam <br /> <br />(GCD) to the western boundary of Grand Canyon National Park, a distance of approximately 293 <br /> <br />river ,"es. The scope of the Grand Canyon Monitoring and Research Center's (GCMRC) <br /> <br />activ; also includes limited investigations into some tributaries (e.g., the Little Colorado and <br /> <br />Paria Rivers). All projects proposed will relate to determined or potential resource impacts <br /> <br />primarily in the Colorado River ecosystem related to dam operations. It also includes, in general, <br /> <br />cultural resource impacts of dam operations for inundation levels associated primarily with flows <br /> <br />liThe Final Draft Strategic Plan. which was reviewed by the Transition Work Group has been used by GCMRC as <br />the basis for developing the FY 98 and FY 99 Annual Plans. It is anticipated that the Strategic Plan and the <br />Stakeholder Objectives and Information Needs will be reviewed, and revised as appropriate for use in the <br />development of the FY 2000 Annual Plan. <br /> <br />2"Colorado River ecosystem" will be used throughout this document as the standard defmition of the monitoring and <br />study area for GCMRC. <br /> <br />Final Draft - (12/15/97) For AMWG Review <br />
