Reclamation is <br />represented on that subcommittee. Reclamation also has, as the agent of the <br />Secretary of Interior, some fundamental responsibilities with respect to <br />management of the lower Colorado River. The River Management subcommittee has <br />not yet reached a consensus on the issues mentioned above, but Reclamation <br />intends to meet with the other subcommittee members in hopes of progressing <br />toward such a consensus. <br /> <br />In the meantime, we have prepared the enclosed paper setting forth <br />Reclamation's preferred position on the issues of shortage, surplus, and <br />unused apportionment. This paper outlines the general management strategies <br />Reclamation is likely to follow until a lower basin consensus on these issues <br />is achieved. <br /> <br />Sincerely, <br />V.
