The adjustments were based
on analysis of the 1990 unmeasured return to use ratios for each
user summed by reach. The other parameters are used for
optionally adjusting scheduled uses that have some relational
basis in historical climate or runoff.

U.SHORT--Upper Basin shortages taken from a CRSS run for each
year of hydrology with uses set to the 1993 schedule. These
values are used to compute future shortages by EZ based on the
scheduled use and runoff for that year of simulation. Actual
Upper Basin CRSS computed shortages may also be used directly
from the file USHORT.DAT.

A.HOOVER--Gains above Hoover.

B.HOOVER--Gains below Hoover.

SALT--Annual flow of the Salt River above Lake Roosevelt. These
values are used for a trigger index for conservation banking by
CAP and SNWS and not as an inflow to the model.

SACRO--Annual flow of the Sacramento 6 River Index is used as the
trigger for conservation banking and all bank types bank use by
MWD.

PATT--An optional adjustment to scheduled AZother and CAother
uses based on the California w/o MWD use pattern for the years
1964-1990. The current PATT values were adjusted so that unity
was not exceeded more than 20% of the time. The pattern is
assumed to be repetitive back to 1906.

GILAltd--Tributary flow of the Gila River at Dome. The flow has
been limited to 1066 kaf, which the maximum amount that can be
delivered to Mexico to meet their 1500 kaf delivery in lieu of
water released from Lake Mead. The difference is due to the
minimum flow of 600 cfs above Morelos Dam because of return flows
below Imperial Dam.

ELEVCAP.DAT

This file contains Powell and Mead elevation, capacity, area
values as 1000 acft and 1000 acres. These values are 'taken from
the CRSS mainframe control file. The values for Powell include
the sediment survey of 1986. The values for Mead include the
estimate of 1964-1984 sediment adjustment to the capacity table
dated 1967. All Lake Mead storage values published by
Reclamation not generated by CRSS and EZ are for the unadjusted
storage based on the 1967 capacity table.

Unlike CRSS that uses many polynomial equations to compute
intermediate points, EZ uses linear interpolation of the
log (capacity) vs log(elev) and log (area) vs log(elev) table

17
