This process would allow for continual customization of the conference to the
participant's needs. In retrospect, both the facilitators and the continual process of updating
worked great and were primary reasons for the workshop's success.

The Davenport Case Study
On the afternoon of the first in-house day, two concurrent sessions were planned. The
first was the Davenport Case Study.

Objective. This session responded to Davenport's need for site-specific assistance, and also
provided the workshop staff with an introduction to the issues that would be addressed in
the next few days. This session was specific to the situation in Davenport. A session
dedicated to addressing the needs of the host community may not be necessary for other
workshop agendas.

Session Content. This was an invitation-only meeting of Davenport city officials, River
Action and other concerned citizen representatives, workshop post-flood mitigation experts,
and federal and state agency representatives. The city made several presentations
describing their flood history, the protective actions that had been implemented, and the
recent flood impacts. They then described the phases of recovery that they had undergone
to date. The session ended with questions and answers between local representatives and
the workshop resource people. Contacts were made, telephone and fax numbers exchanged,
and future meetings scheduled, including a site visit of several problem areas. The session
led to partnerships that continue today as the city proceeds with recovery from their flood
impacts.

Pre-Workshop Introductory Training
The other concurrent session was an introductory training session offered to workshop staff
and early arriving participants.

Objective. To introduce those workshop participants (and facilitators) new to the field of
floodplain management and post-disaster mitigation to fundamental principles prior to the
beginning of the workshop. It is likely that this type of session will be beneficial for other
workshops.
