<br />1 <br />I <br />I <br />I <br />I <br />I <br />1 <br />1 <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />1 <br />I <br />1 <br />I <br /> <br />INTRODUCTION <br /> <br />In order to provide information on buyouts (acquisition and relocation) as an important <br />option in the recovery from the Great Midwestern Floods of 1993, the Federal Emergency <br />Management Agency and the state of Iowa hosted Flood Recovery Workshop: Buyouts and <br />Relocation, A "How To" Workshop for Iowa Communities. The workshop was held January <br />23-17, 1994 in Davenport, Iowa. <br /> <br />This procedural manual was developed by the Association of State Floodplain Managers. <br />Its objective is to provide guidance on how to develop and manage future buyout <br />workshops. It is based upon the Davenport, Iowa workshop experience. The goal is to <br />promote and facilitate'post-flood buyout workshops as a means of implementing acquisition <br />and relocation projects, which in turn promotes sound floodplain management and mitigates <br />future disaster damages. <br /> <br />This manual describes chronologically the activities to be performed in conducting a similar <br />workshop. Objectives for each workshop element are included. This is followed by a <br />description of how this element was addressed in Davenport. In some instances, suggestions <br />are also offered. <br /> <br />Note that the administrative requirements for hosting a workshop are included in a separate <br />section of this document. In reality, the administrative requirements will occur <br />simultaneously with the planning of the workshop. However, for organizational purposes, <br />it was decided to separate workshop issues from related administrative requirements. <br />This document was developed by conducting interviews of the principal players involved <br />in the sponsorship, development, and management of the workshop, and an analysis of the <br />workshop evaluations.
