Growth should occur in Pueblo because it has the water and infrastructure to grow <br />properly and sensibly, and because it has or will have community features important to a desirable quality oflife, including river-based <br />recreation. <br /> <br />If water law is to serve the will of the people for the next century, it must embrace and nourish this non-consumptive beneficial use. <br />Recreational water use is no less worthy than other uses of water.
