Growth should occur in Pueblo because it has the water and infrastructure to grow
properly and sensibly, and because it has or will have community features important to a desirable quality oflife, including river-based
recreation.

If water law is to serve the will of the people for the next century, it must embrace and nourish this non-consumptive beneficial use.
Recreational water use is no less worthy than other uses of water. Like the beneficial uses of the past, recreational water use must have
protection under law in order for the state, the Arkansas Valley and Pueblo to continue to grow and prosper.

Tom Florczak is an assistant city attorney, whose views do not necessarily reflect the City of Pueblo's official policy.

({:)1996.2002 The pueblo Chieftain Online

http://www.chieftain.com/print/sunday/editorial!articles/edi3.htm

04/15/2002
