<br />Decision Number: pg. 2-32 <br /> <br />Decision Language: Offer technical assistance to Buena Vista in providing boater/fishing <br />access, sanitation, and changing facilities, picnicking, hikinglbikinglnature trails, parking, traffic <br />controls, development of the Cottonwood Creek Nature Area and other day use facilities. <br /> <br />Standards for Public Land Health: In January 1997, Colorado BLM approved the Standards for <br />Public Land Health. These standards cover upland soils, riparian systems, plant and animal <br />communities, threatened and endangered species, and water quality. Standards describe <br />conditions needed to sustain public land health and relate to all uses of the public lands. Because <br />a standard exists for these five categories, a finding must be made for each ofthem in an <br />environmental analysis. These findings are located in specific elements listed below. <br /> <br />AFFECTED ENVIRONMENT / ENVIRONMENTAL CONSEQUENCES / MITIGATION <br />MEASURES: <br /> <br />CRITICAL ELEMENTS <br /> <br />AIR QUALITY <br /> <br />Affected Environment: Air quality in the area is, generally, good to excellent. <br /> <br />Environmental Consequences/Mitigation: None ofthe considered alternatives will <br />result in negative impacts to air quality. No specific mitigation is necessary. <br /> <br />CULTURAL RESOURCES <br /> <br />Affected Environment: None <br /> <br />Environmental Consequences/Mitigation: A single site was recorded within the <br />project area, however, it has been determined to be ineligible for the National Register of <br />Historic Places [see report CR-RG-05-l06 (P)]. Therefore, the proposed project will have no <br />effect on any historic properties. <br /> <br />ENVIRONMENTAL JUSTICE <br /> <br />Affected Environment: There are no minority or low-income populations in or near the <br />project area. <br /> <br />Environmental Consequences/Mitigation: The proposal will not have a <br />disproportionately high and adverse human health or environmental effect on minority or low- <br />income populations. <br />
