<br />1.2 Authority and Coordination <br /> <br />This document provides the information necessary to fulfill the requirements of a LOMR <br />for Fourmile Canyon Creek and Wonderland Creek within the City of Boulder (City) and <br />Boulder County (County), Colorado. The study was performed under a contract between <br />Love & Associates, Inc., City, and the Urban Drainage and Flood Control District <br />(UDFCD). Design parameters, hydrologic method updates, hydraulic modeling <br />techniques, and areas to be covered in the LOMR Fourmile Canyon Creek to Wonderland <br />Creek were selected and approved by the City and UDFCD. The results of the study <br />were reviewed and approved by the City and UDFCD. <br /> <br />The objectives of the Fourmile Canyon Creek hydrologic and hydraulic analysis were <br />outlined during the kick-off meeting on July 1, 1999. Eleven progress meetings were <br />held during 1999 and 2000. At the request of the Project Sponsors, initial results and <br />assumptions were reviewed by an Independent Review Panel. As the analysis proceeded, <br />the City acquired new mapping and additional survey, and Wonderland Creek was added <br />to the hydrologic and hydraulic analysis LOMR for Fourmile Canyon Creek. The City of <br />Boulder undertook an extensive public review process. The process for the adoption of <br />the flood mapping studies included multiple Public Meetings between 1999 and 2005 <br />concluding with the community's formal approval process as identified below: <br /> <br />1. Floodplain mapping and preparation - Completion May, 2005 <br />2. Direct mailing notification by the City of Boulder to all property owners within <br />either floodplain identifying impacts to properties in both streams - Completed <br />July, 2005 <br />3. Open House for community to review and provide public input on both <br />floodplain/floodway studies - Meeting held July 20, 2005 <br />4. Compilation and review of all public feedback received - Completed <br />July/August 2005 <br />5. Water Resource Advisory board (WRAB) review and recommendation - Meeting <br />held on August 9, 2005 <br />6. Planning Board review and recommendation - Meeting held on November 17, <br />2005 <br />7. City Council review and approval for submittal of floodplain studies to FEMA - <br />Meeting held on December 20, 2005 <br />8. FEMA application and review for mapping adoption - Submitted to FEMA - <br />April, 2006 <br /> <br />The study was coordinated with the Public Works Department, the Planning Department <br />of the City, as well as Dave Webster, Boulder County's Floodplain Administrator, and <br />with the Urban Drainage and Flood Control District (UDFCD), who was a Project <br />Sponsor for the studies. <br /> <br />Information on the regulatory floodplain was obtained from the current Flood Insurance <br />Rate Map (FIRM), Community Panel Numbers 08013C0385F, 08013C0395F, and <br />08013C0415F (FEMA, 1995). <br /> <br />-3- <br />
