Your office could use existing techniques to quickly complete an informative <br />preliminary comparison. The results could soon cure Colorado's water shortage and farm crisis. <br /> <br />As indicated in the enclosed documents, Colorado's fundamental water shortage and farm dry-up <br />problems are rooted in its failure to develop, and timely augment multiple east and west slope rivers with <br />available Colorado River Compact and Aspinall Pool entitlements. CCP's 2.3 million acre-feet of <br />integrated high altitude pumped-storage is a paradigm western energy and water solution. It can multiply <br />the reliability, productivity, and quality of renewable energy and water resources, as needed, throughout <br />the South Platte, Arkansas, Rio Grande, Gunnison, and Colorado River systems. <br /> <br />CCP's high value peaking water and "demand-following" capabilities for Southwestern droughts, growth, <br />and climate changes are similar to its peaking power and "load-following" capabilities for Western brown <br />and blackout protection. <br /> <br />Over the years, your office has done an excellent job of modeling individual basin needs and systems <br />under current western water doctrines. These doctrines assume an acre-foot of storage in low altitude <br />locations have the same values as an acre-foot of storage in high altitude pumped-storage sites for <br />multiple basins. CCP is a major intellectual and scientific breakthrough, because it correctly assumes an <br />acre-foot of flexible high altitude, off-river storage can have assured region-wide values that are many <br />times greater than from traditional dams on rivers. CCP's unique concept has worldwide potential for <br />increasing the productivity and quality of finite renewable energy and water resources. <br /> <br />Your advanced modeling techniques can quickly confirm CCP's unprecedented energy and water <br />multiplier capabilities for enhancement of cities, farms, and environments throughout multiple river <br />basins.
