Water Efficiency Grant Request from Green Industries of Colorado

On July 1,2007, the Water Efficiency Grant Program, which was established under House Bill
05-1254, was merged with the Water Conservation Planning Program, which was established
under House Bill 04-1365, to create one Water Efficiency Grant Program under Senate Bill 07-
008. The grant monies from this Program may be awarded to: 1) Covered entities to aid in
developing and updating a Water Conservation Plan to meet the requirements outlined in 937-
60-126 C.R.S.; or 2) Covered entities to aid in achieving the goals outlined in their locally
adopted Water Conservation Plans; or 3) Public and private agencies whose primary purpose
includes the promotion and benefits of water resource conservation for education and outreach
aimed at demonstrating the benefits of water efficiency. Further, the CWCB Guidelines, which
the Board adopted in November 2006, define water conservation to broadly mean water use
efficiency, wise water-use, water transmission and distribution system efficiency, and supply
substitution. The objective of water conservation is a long-tenn increase in the productive use of
water supply in order to satisfy water supply needs without compromising desired water services.

Summary of Proposal
The OWCDP received a Water Efficiency Grant application from Green Industries of Colorado
(GreenCO), an umbrella agency that represents the common interests of eight landscape-related
trades. As an experienced organization dedicated to infonning, encouraging, and instilling the
practice of sound water use across Colorado, GreenCO is dedicated in ensuring that landscapes
remain an essential foundation of Colorado's quality of life, economic health and public image.

In-line with its mission, in 2002 GreenCO set out to create a Green Industry Best Management
Practices (BMPs) Manual for the Conservation and Protection of Water Resources in Colorado.
