Sherman
Executive Director

From:

Rick Brown. Todd Doherty. Eric Hecox
Intrastate Water Management & Development

Dan McAuliffe
Acting CWCB Director

Date:

September 19,2007

Subject:

Agenda Item 23, September 18-19 Board Meeting,
Water Suppl~' Reserve Account Grant Allocations

During this agenda item the Board will be provided with a brief overview of the 19 applications (20 ,yater activities) that
,,-ere received requesting money from the Water Supply Reserve Account (WSRA). A separate notebook is included in
your Board packet that contains:
. a sunllllary spreadsheet and pie charts sunllllarizing funding requests (total of $4329,076.00 in grant requests)
. a Water Activity SUnllllalY Sheet which provides an overview. discussion, issues/additional needs and staff
reconllllendation regarding funding, paltial funding. or not funding the applications
. copies of the full applications

Staff" s review of the applications involved the following procedures and steps:
1. The applications were reviewed for completeness based on the information requirements. which are
primarily outlined in Palt 2 of the Criteria and Guidelines.
2. The applications were reviewed to verify that the water activity met the eligibilit~. requirements in
Section 39-29-108 (III) C.R.S. (also outlined in Palt 2 of the Criteria and Guidelines) and the
threshold criteria, which are based on the requirements of Section 39-29-108 (III) C.R.S., and two
sections of the Water for the 21st Century Act (House Bill 1177): Section 37-75-102 and Section 37-
75-104(2)(c) (see Palt 3 of the Criteria and Guidelines). Staff also verified whether that the applicant
was an eligible entit~. to receive funding (see Palt 2 of the Criteria and Guidelines).
3. The applications for Statewide Account funding were revie, yed for conformance with the evaluation
critelia found in Part 3 of the Criteria and Guidelines.
4. Staff then prepared the Water Activity Sunllllary Sheet which documents the outcome of the review
process and contains staff s reconllllendations.

This agenda item is very ambitious and in order to stay within the allotted time each item will need to be revie, yed injust
under 5 minutes. Applicants will not be asked to provide presentations but may be available to answer questions if they
attend. Since it is an open meeting applicants may ask to address the Board but staff has indicated that this is not needed
unless the applicant disagrees with the staff or Board and wishes to "make their case".

Staff Recommendation

Staff"s reconllllendations are contained within each Water Activity Sunllllary Sheet. During this funding cycle there
were sufficient funds to fund all requests. However. staff reconllllends funding 16 of the 19 applications (one project has
an alternative funding reconllllendation). Three projects are not reconllllended for funding for the reasons stated in the
Water Activity SUnllllalY Sheets.

Flood Protection. Water Supply Planning and Finance.
