<br />- 30- <br /> <br />River in Englewood. The boat chutes are within the CWCB right-of-way as part of the Chatfield <br />Downstream Channel Improvement Project. The original design of drop structure # 1 was a 13- <br />foot drop that led to several boating fatalities. The drops structure was redesigned to become a <br />series of seven boatable chutes with more gradual drops. <br /> <br />In the recent past, the CWCB received a letter from the South Suburban Park Foundation on <br />August 13,2007 requesting that Staff complete a thorough investigation into the events that led <br />to the death of a 28-year-old man in August of 2006. Staff has spoken with the Park Foundation <br />regarding this incident. A 9 News web site aliicle stated that "The police said the 28-year-old <br />father lost his footing while tlying to rescue his sons from the current of the river". Staff has <br />contacted the Sheridan Police Department to request a copy of the official police report. <br /> <br />Staff also intends to set up a site visit with Rick McLaughlin, a consultant to the CWCB and a <br />recognized boating chute expert, to request professional advice regarding the condition and <br />functionality of Chute # I. The Sheridan Police Department, Urban Drainage and Flood Control <br />District, and the South Suburban Park Foundation will be invited as well. Based on <br />recommendations from Rick McLaughlin, Staff will work with the UDFCD to fund, design, and <br />construct improvements to Chute # 1. <br /> <br />These events are similar to an issue the board faced in 2006 that was detailed in an attachment to <br />the JanualY 2007 Director's Report. In that case, a kayaker sustained a head injury and drowned <br />near boat chute #7 in 2005. A field visit and recommendation letter from Rick McLaughlin in <br />August 2006 led to a $98,000 design and construction project by Icon Engineering for UDFCD <br />during the winter 2006-07. Flood Protection staff consider this to be an important issue and will <br />be diligent about developing the appropriate course of action. We will update the Board in the <br />future regarding progress on this issue. <br /> <br />""' SOUTHWEST BASIN""' <br /> <br />ANIMAS - LA PLATA PROJECT: We are in receipt of a letter from the Southwestern Water <br />Conservation District (SWCD) requesting that the state consider the purchase of water available <br />to them in the Animas-La Plata Proj ect (copy attached as 22b-14). The state is considering the <br />costs involved and potential markets for the water, in light of the significant water supplies the <br />two Ute Tribes have in the Project and are interested in leasing on an interim basis. Along these <br />lines Board staff as been participating in discussions concerning the development of a long-term <br />O&M plan for the Project and the establishment of an operating entity for the project. <br /> <br />Also, it is again time to initiate another diligence proceeding for the water rights held by the <br />SWCD for the Project. <br /> <br />SAN JUAN NATIONAL FOREST / PUBLIC LAND MANAGEMENT PLAN REVISIONS <br />GOVERNMENTAL WATER ROUNDTABLE UPDATE: The Governmental Water <br />Roundtable held its 16th meeting on August 22,2007. Mark Stiles, Manager of the San Juan <br />Public Lands Center (SJPLC), gave an update on the SJPLC's planning efforts. The Water <br />Roundtable meetings were halted for several months in order to give the San Juan National <br />Forest and the Bureau of Land Management's San Juan Resource Area agencies time to <br /> <br />Flood Protection.
