<br />- 28 - <br /> <br />preliminary design of Clark Reservoir. PBS&J will be the lead engineer, but will also have some <br />contributions from Ayres, Anderson, Merrick, and R&R Surveying. This preliminary design and <br />associated survey work is being funded by $25K from each of the Alliance entities and $25K <br />from the CWCB. It is anticipated that construction of the Clark Reservoir project will <br />commence in 2009. Various funding opportunities are being explored. <br /> <br />CWCB AWARDS WATER CONSERVATION PLANNING GRANT TO LONGMONT: <br />The City of Longmont was awarded $25,000 from the Water Conservation Planning Grant <br />Program, to aid in updating and revising their Water Conservation Plan to meet the requirements <br />outlined in SB 07-008. Longmont is a covered entity located in Weld County, Colorado. With <br />the assistance of CH2M Hill Consulting Finn the City intends to identify methods and processes <br />to monitor and track water conservation savings and have a goal to realize 10% of its water <br />supply through water conservation. Longmont's water supply comes approximately 42% from <br />North St. Vrain Creek, 6% from St. Vrain Creek, and 52% from the Colorado-Big Thompson <br />(CBT) and Windy Gap trans-mountain diversions operated by the Northern Colorado Water <br />Conservancy District. Longmont's population growth rate is at 1 % per year annum, occurring <br />within the next 10 to 15 years. The planning process has begun in August 2007, and is scheduled <br />for CWCB' s approval in March 2008, at which time the entity will be eligible for water <br />efficiency grant money to assist with implementing their plan. <br /> <br />W.D. FARR DIES AT HOME: W.D. Farr, 97, an agricultural, water and business pioneer in <br />Greeley, died at his home today at about noon. <br /> <br />Farr had been in ill health for the past three months or more and about a week ago he suffered <br />what believed was a stroke, and he slipped into a coma. He was a pioneer rancher, visionary, <br />statesman, water expert, banker and was considered by many a true statesman, having served in <br />several capacities under three presidents on the international level. <br /> <br />Services are pending, but a memorial service will probably be conducted sometime nest week at <br />the Union Colony Civic Center. <br /> <br />CHAD SMITH, FORMERLY OF AMERICAN RIVERS, HIRED TO ASSIST IN <br />PLA TTE RIVER RECOVERY IMPLEMENTATION PROGRAM: My Staff and I look <br />forward to working with Chad and Jerry Kenny as we continue the important work of the <br />Program. <br /> <br />The Governance Committee ("G.C.") has initiated a number of projects to begin implementation <br />of the Platte River Program, including a study and model of an existing choke point within <br />Nebraska to look at options for managing Program water in a manner that does not incidentally <br />cause flooding along the Platte River within Nebraska. The G.c. met in Denver on August 20- <br />21 and continues to make progress on program implementation. One of the efforts the G.c. is <br />exploring is the possibility of implementing a pulse flow with Environmental Account water <br />from Lake McConaughy in the spring of 2008. The next G.C. meeting will be held in Kearney, <br />Nebraska on October 9-10,2007. <br /> <br />Flood Protection. Water Project Planning and Finance.
