<br />LOCAL CAPABILITY ASSESSMENT <br /> <br />A. Local Mitigation Policies, Programs and Capabilities <br /> <br />Local mitigation policies, programs and capabilities have been described in the NHMP <br />umbrella document. Much of this information has been provided in response to an initial <br />survey that was sent to all local emergency managers of the counties and cities with <br />populations over 100,000. Information from local flood mitigation plans was also <br />utilized to update the risk assessments, mitigation strategies and potential mitigation <br />projects. For those counties with local flood mitigation plans, worksheets were <br />developed to solicit additional information related to capability including regulations, <br />codes, emergency warning systems, evacuation plans, public information programs, <br />GIS/mapping, master plans, and potential projects. <br /> <br />Those communities with local floodplain regulations are presented in Table 11. Table 12 <br />illustrates the communities that have adopted codes according to the ICC. In Colorado, <br />codes are adopted at the local level. <br /> <br />Information related to mitigation projects, evacuation plans, emergency warning systems, <br />etc., can also be found in local flood mitigation plans. Local communities were <br />originally encouraged by DEM to start their flood mitigation plans and have them <br />completed for the original November 1, 2003 deadline associated with the umbrella <br />document. New communities are being encouraged to start plans. Many communities <br />that started the planning process last year and this year expect to have them completed <br />and submitted to FEMA by the end of 2008. Several other communities expect to start <br />the process this fall through funding sources administered by the state. Most of the <br />population in the state will be addressed in counties with plans through 2008. A list of <br />the communities that have flood hazard mitigation plans is presented in Table 13. <br /> <br />B. Effectiveness of Local Mitigation Policies, Programs and Capabilities <br /> <br />The effectiveness of the local I11ltIgation policies, programs and capabilities can be <br />reflected by the continued progress of the local communities in the development and <br />administration of local floodplain regulations, reduction of population and stmctures in <br />the floodplain, and the implementation of both planning and flood control projects.
