Funds are provided to the department through the <br />U.S. Department of Housing and Urban Development (BUD) and are primarily intended to benefit low-to-moderate <br />income persons through community development dlorts. Eligible recipients are all municipalities and counties, except <br />those larger jurisdictions that receive CDBG funding on an "entitlement" basis directly from BUD. These funds have <br />been used for mitigation purposes. Example: After the tloods in the Summer of 1999, $1 million was directed to <br />buyouts of damaged properties in Otero County. HMGP and Unmet Needs funds were also used ft.)r buyouts. <br /> <br />Local Affairs <br /> <br />Colorado Division of <br />Emergency Management <br /> <br />Facilitate <br /> <br />Yes <br /> <br />CDEM administers the following programs: DHS Hazard Mitigation Grant Program, DHS Pre-Disaster Mitigation <br />Grant Program. DHS Disaster Resistance Universities, and the Emergency Management Performance Grant Mitigation <br />Assistance Program. Funds are used for mitigation projects including plans. studies, construction projects. and <br />mapplllg. <br /> <br />Natural <br />Resources <br /> <br />Dam Safety Program <br /> <br />Facilitate <br /> <br />Yes <br /> <br />Funds for the update oflocal dam emergency preparedness plans comes from DHS' Dam Safety Program. All Class I <br />dams have preparedness plans. Copies are at the State Engineer's Oflice and CDEM. <br /> <br />Natural <br />Resources <br /> <br />Map Modernization & <br />Implementation Plan <br /> <br />Facilitate <br /> <br />Yes <br /> <br />The Colorado Water Conservation Board administers the program. Funding sources are from DHS. the sate. and local <br />funds. The Map Modernization Implementation Plan for Colorado and the Business Case Plan-Final Draft Fiscal Years <br />2004-2008 may be accessed on the state website at http://www.C\vcb.state.co.us. The Urban Drainage and Flood <br />Control District is one of the Cooperating Technical Partners in the program. <br /> <br />Natural <br />Resources <br /> <br />Flood Mitigation <br />Assistance Program <br /> <br />Facilitate <br /> <br />Yes <br /> <br />This program is administered by the Colorado Water Conservation Board. Two grants are available from the DHS <br />Federal Emergency Management Agency (FEMA) for reducing flood risk in local communities. The Flood Mitigation <br />Assistance Program (FMAP) otlers grants for developing a local tlood hazard mitigation plan and for completing tlood <br />mitigation projects to reduce flood risk in your community. <br /> <br />Natural <br />Resources <br /> <br />National Flood <br />Insurance Prognllll <br /> <br />Facilitate <br /> <br />TA <br /> <br />Technical assistance on tloodplain issues is provided through the Community Assistance Program (CAP). administered <br />by the Colorado Water Conservation Board. Funding for the state to provide technical assistance is provided through <br />DHS with match funds from the state. According to the FEMA Community Intormation System list 236 communities <br />participate in the NFIP: 19 communities with hazard areas identified are not in the program.
