<br />of matters of state interest on the basis of current and developing <br />information; and (b) provide technical assistance to local governments <br />concerning designation of and guidelines for matters of state interest. (2) <br />Primary responsibility for the recommendation and provision of technical <br />assistance functions described in subsection (1) of this section is upon: (a) <br />the Colorado Water Conservation Board, acting in cooperation with the <br />Colorado Soil Conservation Board, with regard to floodplains; (b)... ...." <br /> <br />1974 - House Bill 1034, c.R. S. 29-20-201, et seq., 1974, is the "Local Government <br />Land Use Control Enabling Act. The act gives authority to local governments to plan and <br />regulate the use of land within their jurisdictions, including regulating development and <br />activities in hazardous areas. <br /> <br />1970 - Colorado Land Use Act - c.R.S. ~ 24-65-101, 25-65-105. Model resolutions - <br />subdivisions - improvement notices. (2)(a) The commission shall, after consultation with <br />its advisory committee, develop model resolutions to serve as guidelines for boards of <br />county commissioners, city councils, town boards, and special districts and authorities in <br />developing land uses and constmction controls within designated floodways. (b) The <br />commission shall, in its progress report, due F ebmary 1, 1972, designate critical areas in <br />the state where a one hundred-year (storm return frequency) floodway should be <br />identified and shall aid the state agencies and local governments having jurisdiction over <br />such critical areas in adopting a program for such identification. The purpose of <br />identifying a floodway is to insure that life and propeIiy are protected, that the <br />expenditure of public funds to clean up flood damage is kept to a minimum, that a high <br />volume of water nmoff can be accommodated, and that impediments to this flow are held <br />to a minimum. The commission shall designate critical conservation and recreation areas <br />and recommend state involvement in land use in such areas. (c) The commission shall <br />include a report on land uses and constmction within floodways in its interim and final <br />land use planning programs. <br /> <br />1966 - House Bill 1007 - Flood Control - Planning and Zoning.
