<br />The goals and their associated objectives form the basis for the development of the <br />mitigation action plan and specific mitigation projects to be considered. The action plan <br />contains recommended mitigation projects and initiatives. <br /> <br />Strategies, goals, objectives, and actions were also identified through hazard specific <br />annexes. All annexes are incorporated by reference and the actions fall into the goals of <br />the umbrella document the same as the actions identified from the local hazard mitigation <br />plans. The goals of the flood hazard mitigation plan, presented below, were reviewed by <br />the CWCB and are intended to promote the reduction of future damages from flood <br />hazard s. <br /> <br />. Encourage the use of public funds by state and local governments for <br />housing and public buildings in non-hazardous areas. <br />. Promote appropriate land use decisions to minimize the vulnerability of <br />development to floods. <br />. Educate the public and government officials and their staffs about flood <br />hazards and mitigation. <br />. Identify adverse impacts to public health and the environment and <br />encourage the mitigation of these impacts when considering the <br />expenditure of public funds. <br />. Encourage the design and engineering of infrastructure to take into <br />consideration the mitigation of potential natural hazard impacts. <br />. Promote the adoption of model codes and standards (such as UBC and <br />IBC) that emphasize hazard mitigation and reduced use of hazardous <br />areas for development. <br />. Promote the development of flood mitigation plans. <br />. Publish flood documentation report. <br />. Modernize current floodplain maps. <br /> <br />B. Reassessment of Goals for Validity or Need for Revision <br /> <br />As indicated previously, the SHMT was reconvened in April 2007 to provide information <br />necessary to update the 2004 version of the NHMP 2001 umbrella document. The <br />objectives of the SHMT meetings included reviewing NHMP goals and priorities, <br />identifying strategies for protecting assets, and updating progress on mitigation projects <br />already listed in the plan. No revisions to the goals were identified. Recommendations <br />were provided to realize a reduction in loss of life and property damage associated with <br />flood hazards. Actions for each of the recommendations have been updated. No revisions <br />to the flood goals were identified by the Colorado Water Conservation Board. <br /> <br />35 <br />
