- 2 -

For this update, the CWCB Flood Protection Section was responsible for providing relevant
information for the flood portions of the 2007 NHMP. The CWCB then contracted with
Anderson Consulting Engineers, Inc. (ACE) to assist in this effort. Working together, the team
developed a strategy to update the flood information for inclusion in the 2007 NHMP.

Updates to the Flood Plan were coordinated with the assistance of members of the Flood Task
Force, CDEM mitigation staff, and FEMA. The process used to review and analyze the 2004
Flood Plan initially focused on three items: (1) comments provided by FEMA following their
review of the 2004 NHMP; (2) guidance provided in the Multi-Hazard Mitigation Planning
Guidance, Pali I-Standard State Mitigation Plans (FEMA, November 2006) and Standard State
Hazard Mitigation Plan Review Crosswalk (FEMA, November 2006); and (3) information and
data compiled and utilized during the development of the 2004 NHMP.

The review process promoted an evaluation of the existing Flood Plan with the federal
requirements and identified deficiencies considered, as well as sections where updated
information was necessary.

Staff would like to bring attention to key portions of the revised Flood Plan:

. Risk assessment with respect to vulnerability and potential losses
. Mitigation strategies/actions
. Coordination of Local Mitigation PlanninglLocal Plan Integration

These sections address the State's commitment to pursuing certain mitigation strategies and
actions, and layout a process for the State to coordinate with local governmental entities. The
risk assessment and potential losses were also identified and updated.

Staff Recommendation
Staff recommends that the Board approve the revised Colorado Flood Hazard Mitigation Plan for
inclusion in the Colorado Natural Hazard Mitigation Plan, which will ultimately be submitted to
FEMA.

Attachment: 2007 Updated Flood Hazard Mitigation Plan Annex to the State (?fColorado
Natural Hazard Mitigation Plan

Flood Protection.
