Sherman <br />Executive Director <br /> <br />FROM: <br /> <br />Jeff Baessler <br />Owen Williams <br /> <br />Dan McAuliffe <br />Acting Director <br /> <br />DATE: <br /> <br />September 5, 2007 <br /> <br />SUBJECT: <br /> <br />Agenda Item 14, September 18-19,2007- Board Meeting <br />Stream and Lake Protection - 2007 Instream Flow Appropriations <br />Uncontested Instream Flow Recommendations-Water Division 6, Moffat <br />County <br />Final Action Requested <br /> <br />General Background <br />Pursuant to Rule 5h. of the Instream Flow and Natural Lake Level Rules ("ISF Rules"), <br />the attached stream segment is being recommended to the Board for Final Action. <br />This stream segment has been noticed pursuant to the ISF Rules and the public was <br />afforded an opportunity to comment pursuant to Rule 5g. at the July 2007, CWCB <br />meeting. This stream segment is located in Water Division 6 in Moffat County and listed on the <br />attached instream flow tabulations. <br /> <br />Technical Investigations <br />The Board was provided detailed information regarding all field data, studies and <br />analyses for the stream segment at the July 11-12, 2007 Board meeting. At that <br />meeting the Board declared its intent to appropriate the specific instream flow water <br />rights. <br /> <br />Natural Environment Studies <br />The USDI Bureau of Land Management (BLM) has conducted field surveys on these streams <br />and found a natural environment which can be preserved. To quantify the resources and to <br />evaluate instream flow requirements, BLM staff collected biologic and hydraulic data, and the <br />CWCB staff reviewed and analyzed these data. Based on the results of these reviews/analyses, <br />the CWCB staff prepared recommendations for the amount of water necessary to preserve the <br />natural environment to a reasonable degree for the stream displayed on the attached tabulation of <br />instream flow recommendations. <br /> <br />Water A vailabilitv Studies <br />The CWCB Staff has conducted an evaluation of water availability for this stream. To <br />determine the amount of water physically available for the Board's appropriations, staff <br />analyzed available USGS gage records, available streamflow models, and/or utilized <br /> <br />Flood Protection.
