<br />Western States Water Council <br />Executive Committee Minutes <br /> <br />Sioux Falls, South Dakota <br />May 3, 2007 <br /> <br />- <br /> <br />was a pilot effort, we would like to see it continue to play out through at least the rest of Duane's term and <br />perhaps even under his successor's term in order to really get a sense as to how the Water Quality <br />Committee can get some traction. <br /> <br />Shaun mentioned that Stephen Bernath had raised the issue of runoff from Forest Service roads <br />and the problems they are having in Washington, as well as the lack offunding the Forest Service is given <br />to maintaining these roads. As a result of that conversation, Stephen asked their director, Mark Ruff, to <br />raise this at the WOA Staff Council meeting, which he did last week. There was some interest in some of <br />the other western states to pursue a resolution on that. Inherent in that discussion is why are we spending <br />more money for Forest Service roads when we're not taking care of the existing roads. <br /> <br />Tom said he would check the dates for ASIWPCA's spring meeting in 2008, and notify Craig and <br /> <br />Shaun. <br /> <br />John Tubbs mentioned that in terms of an international issue on water quality, there is a proposed <br />mine on the North Fork of the Flathead River in Canada. It is raising significant concerns in British <br />Columbia. Secretary Rice has come out against the proposed mine and is encouraging Canada to <br />implement their strongest environmental review legislation. <br /> <br />Duane stated that based on that feedback from the Water Quality Committee, he is prepared to let <br />them go ahead and schedule meetings as they have and carry out the meeting with ASIWPCA. That has <br />been very productive and the feedback has been very positive. ... <br /> <br />SUNSETTING POLICY POSITIONS <br /> <br />There are two sunsetting positions. The Water Resources Committee handled the positions this <br />morning. Phil Ward, Committee Chair, stated that they would propose adoption of revised versions of the <br />positions. Dave Pope moved adoption of the Water Resources Committee's recommendation to revise the <br />two sunsetting positions. The motion was seconded and approved. <br /> <br />FUTURE COUNCIL MEETINGS <br /> <br />The next meetings ofthe Council will be held in Bozeman, Montana on August 8-10, and <br />Phoenix, Arizona in November. In 2008, the Spring meeting will be held in Washington, D.C., and the <br />summer meeting will be held in Oklahoma. <br /> <br />OTHER MATTERS <br /> <br />A. Sunsetting Positions for 2007 Summer Meeting <br /> <br />The position in the briefing book under Tab XYZ will be taken up at the November meeting in <br />Phoenix, Arizona, as the date on the position will fall within the time frame for the November meeting. <br /> <br />There being no other matters, the meeting was adjourned. <br /> <br />,., <br /> <br />10 <br />
