He went to the Colorado <br />I <br />Department of Natural Reso~rces. <br />I <br />I <br />2007 EXECUTIVE COMMITTEE WORK PLAN <br /> <br />Sioux Falls, South Dakota <br />May 3, 2007 <br /> <br />I <br />I <br />Craig stated that Tab F of the briefing book includes an announcement for the upcoming <br />symposium on the settlement of Indian reserved water right claims. The symposium will take place August <br />27-29,2007 in Albuquerquej New Mexico. There will be a cultural event associated with the symposium. <br />The Administration will be featured, as well as congressional committee staff folks. This symposium is <br />1 <br />held every other year, and we anticipate another successful conference given the things going on in this <br />area. Hopefully, several CoJncil members will be able to attend. <br />I <br /> <br />A preliminary agend:a for the October conference on "Water Policies and Planning in the West: <br />Ensuring a Sustainable Futute" may be found under Tab G. The Water Quality Committee is spearheading <br />this effort, with members of the Water Resources Committee as well. We are moving ahead in planning <br />the agenda. We have inviteq some high level folks and we hope Council members will plan to come. This <br />will be a focal point for many of the recommendations set forth in the water report. <br />I <br /> <br />, <br />In the water report, there is a recommendation that the WSWC try to work with the water research <br />institutes/centers in the Westf There is one in virtually every state. Weare to: (1) look at what research is <br />being done on the technologies that we are interested in; and (2) ways we might enhance collaboration, not <br />only within states, but within the region. Since we are meeting in Bozeman, Craig reached out to Montana <br />State University. A prelimirlary agenda is included under Tab H based on those notions. Craig would <br />appreciate feedback on the atenda. This meeting will take place on Wednesday morning prior to the field <br />trip in Bozeman. i <br />I <br />1 <br />REPORT OF THE W A TE!R QUALITY COMMITTEE MEETING <br /> <br />i <br />Tom Stiles called anCl provided the following report on the Water Quality Committee meeting held <br />in Washington, D.C. on Marbh 13. <br />1 <br />I <br />First, Tom wanted to echo Duane's comments about Joan Card's leadership. Over the course of <br />the last two to three years, the Water Quality Committee has been gaining a lot of momentum in terms of <br />facilitating some good discu~sion among the states, and also in dialogue with EP A. The pilot effort to <br />meet with ASIWPCA this past March 13th really paid off. There were nine western states in attendance, <br />and a couple offolks who typically do not attend Western States Water Council meetings. There was good <br />EPA representation both from Region VIII (the Denver people), as well as Headquarters, including Ben <br />Grumbles. I <br /> <br />I <br />There were no actiort items to be passed along to the Council. Among themselves, in terms of <br />carrying on a dialogue, they touched on a variety of issues that each of the states are dealing with. Such <br />topics ranged from establishrhent of selenium standards to protecting Puget Sound, and development of <br />Forest Service roads on fordt lands, climate change policies, coalbed methane in terms of environmental <br />impact and as a potential sup~plemental supply particularly for livestock, carbon sequestration, international <br />issues on how to handle disc~arges (Devils Lake in ND), ethanol plants and how they dispose of their <br /> <br />8 <br /> <br />. <br /> <br />. <br /> <br />. <br />
